Panzer mean armoured it's from German. Panzerkampfwagen (that's literary: Armoured battle vehicle) or Panzerfahrzeug are German terms for a tank.

German language is in Japanese culture bound to magic mainly because first anatomy and other scientific books available to Japanese were in German. Thus German language became connected to it. This trend runs even now to some extend. You can see many anime that use German as main language for magic. Fate/Stay Night character Tohsaka Rin uses German as her enchantment language when casting spells.
To sum it up: German is a popular language and many WWII enthusiasts admire German armed forces. Even though they were fighting for Nazis, their technology was top notch and world lead. Many of the technology we have now are based on German WWII experiments like: Jet-engines, nuclear bombs or night vision.
