Hard for me to explain so my summary will be a bit bastardized:

One guy is a student on a artificial island that is 100% dedicated to raising and teaching ESPers of different ESP powers (electricity, velocity of objects, etc) which are categorized into different levels from 0 (no powers) to 5 (the highest possible)

This guy is a level 0, however this guy's right hand (his right hand only), "Imagine Breaker", has a special property: it can dispel anything abnormal such as ESP powers. Not only does it stop espers, but magic as well (magic is also introduced by the way). Did I mention that he has extremely bad luck because of his right hand and thus has the tendency to get stuck into some of the most unfortunate incidents?
